The US version of the iPhone 3G works with AT&T and iPhone owners must sign up for an AT&T service plan to be able to use the phone (unlocking of the phone aside, that is).
New customers will sign 2-year contracts, while existing customers will be able to overwrite their existing contracts with new 2-year contracts if they want to upgrade to the new phone (that is, if you are one year into a 2-year contract, getting the new phone will extend your contract to a total of 3 years, not 4).
