Yes, though an Apple ID is probably a better choice. The allowance is deposited into the recipients account each month, so they have to have one or the other in order for you to create the allowance. An Apple ID, which you can create while setting up the allowance, is preferred because it doesn't have a credit card attached to it, which prevents the recipient from spending more than the allowance.
Will I be billed as the credit is used or in a lump sum?
Lump sum. You will be billed the amount of the allowance at the first of each month as long as the allowance is in place.
Is the allowance sent to the recipient automatically or do I have to send it each month?
It’s automatic. As long as you haven’t suspended or canceled the allowance, it will be sent on the first of each month.

ITunes Allowances can range from US$10-$50 a month.
What happens to unused allowance funds?
Money from the iTunes Allowance never expires. Unused money rolls over from month to month until it is used. Even if there is money still in the account, the amount of the allowance is added to the account each month until the allowance is suspended or ended.
How do I cancel the iTunes Allowance?
